Phalanges are toe or finger bones.  In the deer, these bones are found above the hoof bone, the shorter one stacking on top of the hoof bone and the longer one on top, below the cannon bone. The darker phalanges have been dyed with black walnut to obtain their deep brown color.

These necklaces can come in a variety of lengths, either they can be set to one length with a clasp upon a buckskin cord, or they can be tied with a slip knot which you can change the length.
